Itchy, dry, flaky, soles

I am not sure what this is, neither have any doctors been consistent in diagnosing this.

Both soles of my feet are dry, thick and I have severe itchiness at nights. Moisturisers does give temporary relief for few hours, but am unable to resist itching even after applying any kind of medicated creams prescribed. I have lived with this condition for past 30 years continuously.

After having tried all prescribed creams, I strongly feel what ever this is, there is a remedy somewhere .

I am 38, have been a teetotaller through out my life / never smoked, my blood Sugar level reports have come back normal.

Has anyone else here had something similar symptom and had success / cure for this ?
