Non visible bumps on lip, can it be herpes?


I found out I had herpes almost a year ago. Since then I only had a few REAL outbreaks, with itching and pain, that formed blisters that scabbed over ect ect..

Meanwhile since I found out I had herpes, I've been having ongoing symptoms on my lips. I figured it was herpes since it started to occur coincidently around the time I found out, but im having 2nd thoughts. Every week I get a few small bumps right on the surface of my lips. They last for a couple days, then turn into a layer of skin I could just scratch away with my finger nail. I can hardly see them, but I know they are there just by licking my lips, as the surface might feel a bit uneven.

Does anyone know what this is? I know its not syphilis since I tested neg for that a month ago. I even entertained the thought of it being fungus, but the only symptom I have that matches up with that theory is that I wake upbwith white stuff around my lips every morning
