Yes they can but it is not considered a necessity as it is in transmissive usages.

Contact devices that do not modulate with rf pass their signal in a more direct pattern whereas rf transmission has to be demodulated by semiconducting molecules in the body.

For this reason, the non-modulated pad type devices pass more of their energy directly to the entire body where the modulated signal is probably only available to specific areas that are able to demodulate the rf.

Some interesting examples of this are bone and teeth. Dr. Robert O. Becker demonstrated that these materials are semiconducting and able to rectify an rf signal.

The reason that the rf needs to be rectified is that it is pure AC in nature.
