Actually not. With an oscilloscope, you can only estimate due to the lack of resolution, unless it has a built in frequency counter.

I have and use two Techtronix model 464 storage oscilloscopes. Oscilloscopes are good for observing waveforms but are limited as measurement devices.

For measuring the frequency, I use a Leader LDC-822 Digital counter. It is a reasonably precise instrument when used on the 10 second interval.

For example: The ParaZapper MY has a built in frequency of 666 Hz. When measured on the LDC-822 the frequency shows as either 666.0 Hz or 666.1 Hz for every unit that we have built except for one. This is what aifam55 means when he states that ParaZapper MY is accurate. Even that _/- 0.1 Hz error could actually be the frequency counter. We also have other frequency counters but I just like the Leader Unit.
