Mold - can this develop within one year, because of me? or is this a structural problem? Please look at pictures... help.. .. (asap please, reply if you know anything)

I am just about to move out of my apartment, and I only recently let them know about the mold (pictures below)
I do not have a memory of it not being there. One of the vents is right above my bedroom door, and I see it from my bed every day. It is/was always there. I think it was there at the beginning, but they painted over it. and it came back pretty fast, as in, soon after I moved in it was there already.
Since I have informed them of it, I have to now move out immediately. So they can do something about it.
It has been almost a year since I have been here. and no health problems.
~QUESTIONS
But 1)can this type of mold be caused by me specifically, or is it a structural problem? 2)Is it possible for this type of mold to develop within that time period only? I think it was always there, but freshly painted before I moved in, but you could tell from the vents (I think) but I did not take pictures. Can this type of mold have developed within a year?
When the maintenance person came, they took the cover off of one of them, and was staring at the inside in disbelief. I think the inside must have been bad already, but they paint it between each person, so you couldn't see the outside, also they regrouted the shower, (maybe only in some spots) and you can see mold underneath... I use tiled mold and mildew remover in the shower and it works, but they put grout over mold...
~THERMOSTAT ISSUE~
To me it was just a cosmetic issue, but the electric bill is also high, and the thermostat has a difference of 5 degrees to a thermometer that I bought at the dollar store, however I dont ever think that thermometer is right.. because inside of the dollar store the thermometer said 60* (when it was in packaging) in the store.. which i do not think that was right either. I need to get another thermometer. now it (thermometer)says 69*, while I have the thermostat set at 64... which is not normal.. it has gone down, the temperature I have to keep it at. But at the beginning it was already off. I thought it was just a numbers/ reading error.. I thought it was just an error with the numbers on the thermostat. But it would explain the high electric bill obviously. Previously, at my last home, I always liked it at 75, and fought with others who wanted it at 79/80.. and was used to that.. and found 72 (in the winter) chilly, needing a sweater... now here I have to put it at 64 with no sweater so I thought maybe can it be the mold, or vice versa?

Look at the pictures... can this develop within one year? I think by 3 monthes it was definitely there.. before that it might have been only lightly there()painted over, it came fast...
