Amalgam removal at a regular dentist


I cannot afford 400 dollars (just for a consultation exam) at a holistic dentist. I have found someone who says they will do Amalgam removal, but I am not sure if with proper safety. I asked n was told that if it doesn't come right off that they use a drill. Not sure if a rubber dam or anything. What can I do to protect myself better if I have to settle with someone who doesn't know much about mercury? If I don't find another experienced dentist before the first, I will have to settle with that, bc its 19 for an exam n should be cheaper. I don't have a ton of money to use on it. Ne suggestions? I live in knoxville, tn.
