seeds in dried pepper for tincture

I bought some dried African bird peppers to make tincture. The peppers are tiny. Way to small to open each one and remove the seeds. I was wondering how leaving the seeds in would affect the tincture.

Also wondering if powdered cayenne or other peppers are powdered with the seeds still in them. Does anyone know for sure? Tweet
