Ephesians 4:11-16And he gave the apostles, the prophets, the evangelists, the shepherds and teachers, to equip the saints for the work of ministry, for building up the body of Christ, until we all attain to the unity of the faith and of the knowledge of the Son of God, to mature manhood, to the measure of the stature of the fullness of Christ, so that we may no longer be children, tossed to and fro by the waves and carried about by every wind of doctrine, by human cunning, by craftiness in deceitful schemes. Rather, speaking the truth in love, we are to grow up in every way into him who is the head, into Christ,
2 shepherd the flock of God that is among you, exercising oversight, not under compulsion, but willingly, as God would have you; not for shameful gain, but eagerly;3 not domineering over those in your charge, but being examples to the flock.
Also this
1 Timothy 5:17Let the elders who rule well be considered worthy of double honor, especially those who labor in preaching and teaching.
Acts 14:23And when they had appointed elders for them in every church, with prayer and fasting they committed them to the Lord in whom they had believed.
Just in these few pasages (I have many more) I think the book is clear that there is leadership.
There is also the question of church discipline. How would that work if we are not subject to leadership?
