What is this penile rash? Fungi? Herpes?

Hey I had sex unprotected about 4 weeks ago, 2 days after I had a small part on the shaft of my penis that was itchy, I inevitably scratched it, well when I woke up the red area grew over twice in size, ever since it has been there, it itches and it's sore. It's always wet almost like puss. Is it possibly herpes or fungi? I've tried jock itch cream nothing changed, Im trying test infection cream and it might be getting better I can't tell yet.
