Elevated TSH and T4?

I have been experiencing some symptoms for a long time and they have become more pronounced the last year.

They include: sensitive to cold, low body temperature, increased hair loss, trouble concentrating, bad sleep etc

So my doc ran some tests and told me everything looked OK, but I've been doing some research and I'm not convinced.

The thing that's of interest to me is the thyroid test. Now he didn't do a complete test so I'm going back next week but he checked TSH and t4.

TSH - 3.5 (range 0.3-4.2 mlU/L)
free t4 - 22 (range 12-22 pmol/L)

From what I've read these usually have an inverted ratio, is this true?
And what does this result indicate?

Thanks
