The hiv tests vary by day and peoples viral load changing daily are also normal. What is considered significant hiv change is a reduction of at least 1 log - 90% reduction. To go from 150,000 to "undetectable" takes a 5 log reduction or 99.9999% reduction. Going from 150,000 to 70,000 can easily be just a normal variance in the body or the test itself. Anyone just depending on a zapper to treat hiv is going to likely wind up D-E-A-D. Atripla will knock the hiv viral to undetectable usually in weeks. I have no idea how effective those 714 & 3554 "Rife" frequencies can be.
