EC is not an actual medical term for something definite. For example cancer or a broken bone, which all have the exact same characteristics. EC is simply (I can't remember the correct word to use) a general example of what is happening to part of the body, which has unknown causes. So yes, as long as your lips are constantly exfoliating, then you have got EC. It doesn't matter how you got it, because medicine hasn't figured it out and given it an actual name and diagnosis yet.
