What about.. skin? I would strongly suspect that, at least in my case, it is just skin, that accumulated in that area during the night. During the night I don't have much control over what I do with my lips / mouth (I'm a "chewer" during the night), so it's not unlikely that while rubbing the lips together occasionally during the night, the skin around that area gets rubbed off and sticks together to form that white stuff.
