Yes, your understanding of MWO is correct. While the device creates multiple harmonics due to the spark gap, transmitting antenna having multiple rings acts as an additional oscillators. As a result the device creates enormous number of vibrations from high kHz up to GHz range.
It is not that difficult to have one built and there is more than one way to do it. I'm currently working on one and post on Energy Science Forum - Electronic Healing Technologies.
