You can create negative ions by running electricity through a gap. As it jumps the gap you get negative ions those are known as ionizers. The next step is to make the whole body glass and the voltage higher and then when you jump the gap you get an ozone generator. The electrical spark splits the O2 in two O1 which then recombine as O3 or ozone.

When you do this in water you end up creating hydrogen ions which attract positive charged gunk from inside your body..
