Partly. Fiat paper money has no intrinsic value, but if you force its users to use it to pay "taxes" with, then that will breathe life into its perceived value. fiat money has value, because it's accepted for payment of taxes. The recipients are the issuers, and to them they care not about really receiving any of it back, excepting the psychological effect it has on the idiots who trade in it.
