He made it quite clear that the only ones violating the law (1st and 4th Amendment) were the NSA, Congress and others at the top levels of US Govt. Admin. Have they exposed themselves to the penalties for having done so? Of course. Its about time that these crimes be accounted for, and heavily penalized regardless of who carried them out.
