With a high enough intensity you can damage/kill/burn any organism and alter molecules, so no.

Maybe with a low enough intensity, and a specific frequency, and a specific waveform, an electric signal can damage/stun/weaken some specific organisms using this frequency and not the others because the intensity is too low to harm the others. Maybe yes, or maybe no.
Hulda Clark explained that yes, but i have not managed to reproduce her measures and her results (die off) yet.
