ACV tablets as effective as liquid?

Has anyone tried the tablet form of ACV for UTI's?
My daughter had another UTI and I did the UTI treatment on curezone, (cranberry pills, alka selzter, parsley juice, garlic.....broth....)
not quite in that order, but it worked. We had to make a few adjustments, and she would not drink the ACV! I was so upset but the other stuff seemed to work and after peeing 2 times after our treatment, all burn went away. For the future, we do have the tablet form but I tried to do a test by dropping one in water, and it wouldn't disolve, so I put it in lemon juice and it still woudn't dissolve. Wondering if the kind I bought is not effective.
