Chlorine dioxide will penetrate the skin. You would be better off figuring out how to make CDS and using that. Knowing where the tumor is gives you the ability to target it. Orally you have to flood the body hoping to get enough chemical concentration to work on the tumor.

Be sure to check the pH of the solution you use topically. Acids can chemically burn the skin.
