Is there a difference between Iodoral and Lugol's?

I have been using Lugol's 2%, about 30 drops. Then I switched to Iodoral 1/d because I thought it would be easier to take with a hectic schedule.

Back in November, I had received a rash on my scalp which started to creep into my face and also had eye twitches. Went to the Dr who said rash was dandruff and the eye twitch was lack of Magnesium. He wanted me to have blood work done. Mag numbers were perfect yet WBC and Neutrophils were extremely high. He has me doing blood work every month. A week before each BT, I stop taking supplements just so it doesn't affect the test.

Tonight my face is itching profusely and it's starting to affect my neck. My face is blotchy and flaky. The best I can figure is that these symptoms started when I started using Iodoral. Originally I thought it was stress which caused the rash, I may be wrong.

I'm not sure what's going on.
Are these normal side effects?
Should I increase the Iodoral or stop using it and switch to Lugol's?

Any suggestions?

ETA: I don't understand why I would have these symptoms since the dose I'm taking is not high at all.
