Smudge light vision

Whenever I look at a light such as a street like or lamp it is surrounded by a smudgey circle and has extra light rays shinning out of it. I notice this with and without my glasses even with clean glasses. Anyone know what this is? It only looks smudgey when I see light. Tweet
