HOw do I make the eyebright eye wash solution?

Hi all, I have found tons of info on eyebright and the formula but I can't find directions on how to make it. I have the formula and herbs but need the directions. Is it a basic vodka tincture? If so , how much do you add to the herbs, when do you add the chayenn, do you tincture again after adding the cheyenn etc.

I would greatly appreciate the link to the process, I already have the formula.
