I would agree... the system is broken, fragmented. one fragment is in contention with another fragment. In a sense, its a de facto ailment symptom.
As it is so far revealed, this involved defense contractors (non military personnel - i.e. mercenaries) on contract with the CIA to protect a Department of State Ambassador. This put the pentagon generals/advisors out of the loop as to being involved in making the ultimate call on this.
Hence, why I believe at least there were at least a couple generals arrested (fired), and now being investigated, with their desires to lend assistance to those being attacked by al-CIA-duh in Benghazi. That would be a trespass on what was, otherwise, a CIA matter to contend with.
It was entirely left in the hands of the de facto Executive Branch to make the decision as to what was to go down in Libya at the time, not involving a military decision.
