Hypoglycemia diagnosis

While having a blood test for other issues I returned a random blood glucose of 3mmol/l, as this corresponded to some other issue I have had with anxiety, dizziness starving hunger etc I was given a blood glucose monitor to use before driving while they work out what is going on. Now my question is, when I feel OK but a little hungry my monitor says 3.9 but when I feel terrible, starving, dizzy not with it and burring up the monitor says somewhere in the 5mmol/L?

I dont know if this is just normal and it means there is no problem with my blood Sugar or not.

Any Advice?
