I have some classic symptoms of HYPO like coldness of hands and feet. Dry skin, and general tiredness...

It could be many things, but hypothyroid is not a longshot.

My tsh is 1.3 but my total t3 is 62 while the range for that is 80-160.

Total T3 is on the low end, it could definitely cause hypo symptoms.

My GP refuses to do free t3 because he just does not use it..

Can I be considered hypo by having low total t3?

Yes!

Question is, what could be causing the low T3? Many different things, either directly or indirectly, influence thyroid hormone homeostatis. What do you believe is causing a suppression of hormone generation?
