Two good reference books are:

Potter's new cyclopedia of botanical drugs and preparations.

British Herbal Pharmacopoeia

These are some of the best books on herbal medicine, not books you would read from cover to cover, but where you look up particular herbs.

I can't think of a book on herbs that explains everything. Purchase other books, and learn from many different sources. When you purchase other books, get those written by medical herbalists, not those written by hobby farmers growing a few herbs.

Learn about the different classifications of herbs and how they work. For example, how tonics, mucilaginous herbs, astringents, alteratives, expectorants, etc., work.

Herbs can do massively more than most people realize.

It is also important to have a healthy Diet and lifestyle.

If herbs were understood and used, in conjunction with a healthy Diet and lifestyle, there would be much less sickness and disease in the world.
