nope, thats a rubber tube and cork on the ends. sounds to me like the device is releasing some elemental Iodine vapor by activating the carbolate of Iodine with a liquid, which may be simple hydrogen peroxide(if so, giving a little oxygen boost as well).

you cant get metal anywhere near Iodine vapor.

what i have done in the past is simply take a big whiff of the air in a bottle of iodine crystals(elemental). i found it invigorating and soothing all at once.

elemental iodine is NOT a safe toy.
