What's wrong with that?  As a Marine serving in Korea I didn't get combat pay until I was within range of enemy fire.  The guys back at the air bases - out of artillery range didn't get combat pay. 

I served in and forward of the trenches and got every kind of incoming available at the time including sniper fire.  You earn combat pay - it isn't a gift.  It's been that way for decades so why should things change now?
