Are you aware at all that the NHS is being inundated by foreign imports (non-citizens) that arrive in the UK to have their health care done for nothing and that if these people are turned away racialism raises it's ugly head?
So because of this the NHS has no alternative but to vet all that require treatment.
It might appear that it's "post-code" orientated but one must remember that foreigners that settle in any country mostly settle within areas that there own kind live and among those there are "aliens" that have slipped into the system hopefully not being caught out.

There are also a growing number of people that are trained up as doctors etc. here in the UK that put down the NHS to erase it completely from the system so they can name their own price (as they do in the USA) to tend to the sick and the incapacitated but what this has to do with the subject in hand one can only guess.
