Chlorine dioxide won't strip the rubber. It crystallizes it and makes it brittle. Then it cracks.
Oxidation works by having a concentration of the oxidizer in contact with what you are trying to oxidize for a period of time long enough to complete the oxidation. If you want to limit the oxidation damage, reduce the concentration of the oxidizer, or the amount of time the oxidizer is in contact with it, or both.
The same goes for substances that are caustic or acid. Both caustics and acids can cause damage. To avoid damage adjust the PH to normal.
