People are still producing quite well, their kids are mineral deficient which means when born they will suffer a lifetime and each generation becomes more degenerated. Most population programs are race orrienated and or nothing more than having too many humans in a given area. Call such programs what you will, their has always been those that want to control the masses as their slaves, it never seems to change.
