There's only so many research $$ to go around, so groups have to compete for it. They put out papers on topic x, hoping for a sponsor.

From the sponsor side, if there's an economic benefit associated with the likely outcome of the research, then $$ may be spent on it provided other prudent business factors are favorable towards the research selected. So, a little hokum isn't necessarily a bad thing, ya got to bait the hook if ya wanna catch a fish.

Readers ought be wary to not take these initial solicitations as meaning anything concrete, especially when the article itself admits nothing conclusive present.
