Eczema is best addressed from the inside, such as bitters and focusing on the adrenals.

As far as rashes I would say it depends on the type and cause of the rash.  Topical infection rashes such as fungal infections should respond pretty well, especially with the addition of antiseptic essential oils.  But a rash from something like an allergic reaction would not likely respond.
