Excellent reading and a great starting point.

This is a limited view, considering that using the right tools and methods, some of the better zappers can output 10 ma through a body ( including the skin ) with only 9.6 volts output. This is with close to 9 volts across the surface of the skin.

Just about the worst possible electrodes! No wonder you expect such low voltages and current. Wrist straps, TENS electrodes, and graphite are all terrible electrodes when it comes to zapping.
