Chicken skin texture under eyes

I could really use someone with knowledge on this subject to give some advice. I have this chicken skin texture under my eyes that has been there for about 7-8 years. Here is a link to what it looks like:





The same bumps have not moved or changed in shape or anything. It has looked the same for as long as I can remember. Can it be said that it is sun-damaged? I cant think of any other condition where I could have this and the bumps don't change. Picture in your head the image from the link above that has looked the same for 8 years. Even something like a deathly-toxic liver or internal condition that could give bumps like this surely would change in formation over time. Please help. Tweet
