My thought on using water is that it will wet the herbs and then they will sit in the tube wet for a long time and that may not be a good thing. It may not matter... I don't really know.
I am thinking adding some slippery elm powder (
Dr. Schulze calls it 'glue') and instead of water maybe a healthy oil (coconut oil has a long shelf life and is not liquid at room temperture). Just warm it until it becomes liquid and then mix in the tooth powder and slippery elm until it is the consistency you want. Store it in a small container and instead of sqeezing it through a tube they could use a small spoon/sampler spatula to place the desired amount on the toothbrush. You may be able to make it thin enough that it will squeeze through the small opening of a tube.

OK, I just mixed up a bit of this formula and it has a nice feel in the mouth (of course I used clove essential oil, instead of strawberry flavor... LOL!) It is not the same as a paste, but I think BETTER than a paste and much more appealing than a powder to me. I may make up a nice jar for myself...
I do not know if adding things like the slippery elm and coconut oil to the tooth powder is correct or if the tooth powder should remain as is. If that is the case, I hope someone with more knowledge will come along with the information.
Just some food-for-thought ideas on how to make your children's brushing less stressful and add to their ability to be more independent.
