I am happy that you found my post on essential oils informative and that you are inspired to make your own skin treatment oil blend.

Personally I like Jojoba oil, coconut oil and castor oil for a base oil. As for a ratio... hmmm? This depends on a lot of things. As a general rule I start with 15-20 drops of essential oils to 1 ounce of base oil. The base oils I use don’t work well in a dropper bottle or sprayer. I use a 1 ounce glass jar and have little spoons/spatulas that I stir and scoop out what I want to apply. I also have 4 and 8 ounce glass jars for larger batches. Never use a plastic container with essential oils.
I am including a bit of information I have on the essential oils you have chosen. This information only pertains to therapeutic-grade essential oils. If your oil is of a aroma/perfume grade oil or an essential oil that has been adulterated you will not get a therapeutic benefit.

Water
Hyssop (Hyssopus officinalis) Essential Oil
Medical Properties: Mucolytic, decongestant, anti-inflammatory, regulates lipid metabolism, antiviral, antibacterial, antiparasitic
USES: Respiratory infections/congestion, parasites (expelling worms), viral infections, circulatory disorders.
Fragrant Influence: Stimulates creativity and meditation.
CAUTIONS:
E+ (AVOID if susceptible to epilepsy -- can trigger a seizure)
HBP+ (AVOID if dealing with high blood pressure)
P+ (AVOID during pregnancy)
Clove (Syzyglum aromaticum) Essential Oil
Medical Properties: Anti-aging, antitumoral, antimicrobial, antifungal, antiviral, analgesic/anesthetic, antioxidant, anticoagulant, anti-inflammatory, stomach protectant (ulcers), antiparasitic (worms), anticonvulsant.
USES: Anti-aging, cardiovascular disease, arthritis/rheumatism, hepatitis, intestinal parasites/.infections, for numbing all types of pain, throat/sinus/lung infections, cataracts, ulcers, lice, toothache, acne
Fragrant Influence: A mental stimulant; encourages sleep, stimulates dreams, and creates a sense of protection and courage.
Application: Dilute 1 part Clove oil with 4 parts carrier oil such as coconut, olive, or any pure unrefined oil.
CAUTIONS: Anticoagulant properties can be enhanced when combined with Warfarin, aspirin, etc.
Cedarwood (Cedrus atlantica) Essential Oil
Medical Properties: Combats hair loss (alopecia areata), antibacterial, lymphatic stimulant.
USES: Hair loss, arteriosclerosis, ADHD, skin problems (acne, eczema)
Fragrant Influence: Stimulates the limbic region of the brain (the center of emotions) stimulates the pineal gland, which releases melatonin. Terry Friedmann MD found in clinical tests that this oil was able to successfully treat ADD and ADHD (attention deficit disorders) in children. It is recognized for its calming, purifying properties.
Cedarwood (Cedrus atlantica) Essential Oil is high in sesquiterpenes, which stimulate the limbic part of the brain, the center of emotions and memory. It stimulates the pineal gland, which releases melatonin, thereby improving thoughts, cognition, and memory.
