The answer to your question depends very much upon what substance you're drinking as an herbal "tea".  If you're making a concoction that is similar to Dr. Christopher's "concentrated teas" (teas that have been simmered-down to 1/2 or 1/4 of their original volume), then these teas do not substitute for water...in fact, one needs to drink more water when taking concentrated herbal teas.

But if you're making weak/normal teas, then for the most part they can substitute for water.  This is really a logic/common sense kind of thing.  If fluids/teas are "thick" with the various herbal constiuents, the body will likely process them more effectively when there's ample water.  If the fluids/teas are 'water like', it would be less likely additional water would be required.

The majority of humans are dehydrated (many to the extreme, and most without knowing it).  Even though it's possible, it's very uncommon for us to be "over-hydrated".
