U.S. is Still under Military Rule of the 1867-68 Reconstruction Acts

Rod shows, through the 1967 Congressional Record that the 14th Amendment is fraudulent, it has never been properly passed. President Andrew Johnson (following Lincoln's assassination) had vetoed the Reconstruction Act, because of its being unconstitutional, he said it would totally screw up the court system, and the jury system and make a mess of things down the line. However, Congress went ahead and passed it anyways (Johnson almost got himself impeached over it).

America is still under military rule via the Reconstruction Act, that is to say - ever since the end of the Civil War. And explains how this was used to steal land and massacre the native American Indians. Rod will also attempt to seek support from the American Indian tribes prior to his filing with the U.S. Coast Guard.
