The anti-inflammitory action of cortisol

Apologies for what seemingly might seem like a layman's question.

Does cortisol itself, chemically speaking, ever travel to the gut and act as an anti-inflammatory directly?

Or is it a cause and effect situation whereby cortisol is released in response to an inflammitory reaction?

Many thanks,
