Admittedly, I haven't been following the legal details of RAP, not out of disinterest, but because I realize that so many of the finer points are going to have to ironed out in these modern times of technological advancement.
It would seem a bit premature to even predict what might happen to the November elections, foreign policy (interventionist or isolationist?), land ownership, banking, business ownership, etc.
Residential land ownership was mostly established by the Homestead Act, but now the banks hold the mortgages (foreign and domestic banks, right now we can only speculate on the final outcome).
California seems to always have led this country in 'alternative legal interpretation'.

No matter what is done with foreign commerce interests in America, it is most likely that BP irresponsibility will be addressed with BRITISH common law (will British common law be fair to AMERICANS?). So, many details will likely be a while before they are worked out........BUT, what types of law are we talking about here anyway?....
The Homestead Act would probably be generalized as "Colonial law" (a modification of Common law??).
Your article mentions two other types of law (did Toral law have homesteading guidelines?).

Exactly what does "de jure" mean?...(is that "jure"isdiction?).
