Long term use can be problematic, and some with high sensitivity can also be in trouble with short term use. the cortex makes many different types of hormones, some are regulated by negative loops, and others are regulated by down regulation mechanism. There is no studies that I know of that specifically tie cortical atropy to these uses. Atropy actually reflect actual shrinkage visible under a pathological microsopic examination of the adrenal tissue, and I don't think many people have that kind of examination. but I suspect people that have atropy will have many warning signs and symptoms from these use well ahead of the atropy. Sometimes the word atropy is loosely used so without more information, its hard for me to give more information.
