Powdered is the easiest. Start with a quarter or half teaspoon mixed with a glass of water on an empty stomach two or three times a day. And adjust your dosage from there.
You'll notice an effect on your circulation within minutes, especially your legs. There is a lot of silica in butchers broom which is more important for vein, capillary, artery strength and flexibility than calcium, although calcium is important as well.
Additionally, something like rosehip powder which provides a lot of natural vitamin C is going to benefit you as well in addition to the butcher's broom.
non irradiated? Not sure. Try mountain rose herbs.
Tea may be of benefit. You might want to try the tea as well as the whole powdered herb. If I had to choose, I'd go with the powder over the tea. I doubt topical would have much effect. But you will need to research that to see if topical application of butcher's broom does anything. I don't think it would hurt though.
