rife wiki page

reviewing the page this morning, I see an area that perhaps someone smarter than I could clarify. Does the permanent doctrine list require that the doctrine be reactivated with the prayer times or not? not clear from the page and I am sure that if I am confused (not unusual) others might miss it too...
