clarifying "adding to the doctrine"

I just realized that I'm not completely clear about "Adding someone to the Doctrine"

from the post somewhere below here it seems like there's no need to run any frequencies if you add someone to the doctrine?

does it mean that willing the intention to the statement itself (willing the act of adding someone to the doctrine) would be enough for the doctrine to work on that person?
