shoulder pain for 5 years

my mom got injured in 2005 and since then alot has happend. she started with just motrin snd vicodin. but then it cortisone his week mri next week and then all of a sudden she is getting surgery. she had no other choice. she took therapy after wards. but it just got worst. after that her medicine became stronger and the medicine she is using is for people who just came out of surgey. the pain has spreaded now spinw c3 c4 c5 are painful so are wrist and neck. what does she do to get better.
