Yup,
I get the same discoloration when I had an HHO device on my car that injects hydrogen into the intake manifold.
Using distilled water with half a teaspoon of baking soda, and having 330 stainless steel plates using direct current from the battery caused the water to discolor in a short period of time.
Unfortunately, the same color as the ionic foot bath that I purchased.
