epidural made back pain worst?

is it possible for an epidural to make your back injury worst and cause further pain?
i was in a car accident where i was hit by a drunk driver, im currently still in the process (two years later) of recovering from my injuries. i have a injury to my spine called lumbar spinal stenosis, and a disc herniation of my vertebrae disc S1 and some other one in my lower back.
i have constant back pain and butt pain that radiates pins and needles down my left leg and numbness and tingling in both legs and my butt.
after monthes of physical therapy, i decided to pursue more options even though i am against the use of most medicines and procudures.. first i tried an epidural, i was sapposed to get two but the pain and pressure on my back during the first made me pass out. i never saw improvement from the first so i never accepted to have another. i feel my back pain is worst and have moved on to other options which are medications: gabapentin 300mg three times a day. and tramadol for whenever the pain is really really bad... i hate taking these pills, i hate being so poor right now not being able to work and trying to make doctors payments because my case is still not settled... my only other options are another epidural or surgery which i am completely against and afraid of... i dont like the idea of my spine being operated on.. i already have nerve damage to my legs and im scared of what else could come...
