Wish I could give you some good advice that would help your mother..... but I´m not at all qualified nor have any experience with this.

What does come to mind, after looking into natural medicine for many years is that IF she is taking Aspartame in any form, as a sweetner etc. she should stop doing so. The symptoms for Aspartame poisioning, sound similar to what she is going thru. Unfortunately Aspartame is being added to a lot of processed food - so check all ingredients when shopping. Better still: eat simple home cooked food... Don´t buy anything "light" - this usually has aspartame to reduce calories but is a heavy-duty poison.
Another suggestion would be to go to a good accupunturist - they seem to work miracles with neurological problems.
